Get blog tag collection (storefront callers see active tags only)

Storefront callers — guest (no token) and customer — receive only active tags (blog_tags.is_active = 1): filter[active] is server-forced to 1 for them, so a supplied value is ignored rather than combined. Note that blog_tags.is_active is NULLABLE, and a NULL is not 1 — a NULL-flagged tag is therefore withheld from storefront callers, which is exactly what the legacy storefront listing does (Adv_blog_tags_model::getTagsFront() selects is_active = 1). Backend callers are unaffected and may filter by filter[active] freely.
