Get a single event category by ID (storefront callers see published categories only)

/rest/v1/event/event-category/{id}

Storefront callers — guest (no token) and customer — can only retrieve a published category: requesting an unpublished one (event_categories.published = 0) by ID returns 404 rather than the row, and with it the ?with=translations metadata (name, slug, meta fields) that EventCategoryMuiResource emits with no isBackend() gate. Backend callers are unaffected.
