Keep only vendors with at least one SELLABLE product: active, not soft-deleted, price > 0, and negative_stock = 1 or an active, non-soft-deleted product code with stock > 0 (the same stock rule as sort=availability on products). 1, true, yes or on applies it; 0, empty or any other value applies no filter (it never inverts to vendors with nothing to sell).
