Get bundle collection (storefront callers see active bundles only)

/rest/v1/product/bundle
Storefront callers — guest (no token) and customer — receive only active bundles (is_active = 1) by default: filter[isActive] is server-forced to 1 for them, so a supplied value is ignored rather than combined. Backend callers are unaffected and may filter by filter[isActive] freely to see inactive bundles.
